Development Hoops Program

With over 700 teams participating each year, PPA's Development Program is the leading youth sports league in NW DC and Montgomery County. Open to players of all levels, the leagues mixes the convenience of local practices and games, with the professionalism of club sports. The only league where parents can form their own teams and choose to have a parent or pro coach. The Development League aims to provide an authentic, developmental, and exciting sports experience for all players.
Intro League (K & 1st Graders)

This league builds confidence and foundational skills through small-sided play and creative drills. With the ball always in play and coaches guiding players through fun challenges, kids learn the basics of teamwork, movement, and basketball strategy in an engaging, age-appropriate environment.
4 v 4 League (2nd + 3rd Graders)

Fast-paced and exciting, our 4 v 4 basketball league is designed to maximize development at this age. With fewer players on the court, everyone gets more touches, more space to move, and more chances to practice real game skills like dribbling, passing, shooting, and defending. It’s the perfect bridge between basic instruction and full-team play — all in a fun, supportive environment.
5 v 5 League (4th - 8th Graders)

This is where the game starts to feel real. Players compete in traditional 5 v 5 format on full-sized courts, learning how to run plays, move without the ball, and understand team roles and positions. We organize teams into divisions based on skill level, creating fun, competitive matchups and a clear pathway for improvement throughout the season.
