As we head into Tournament Weekend, all players, coaches, and spectators should review the official rules to ensure a smooth and fair competition. Below, you’ll find the guidelines for Development Hoops, including game structure, rules of play, and expectations for all participants.
Please review these rules before the tournament begins to help keep the games running efficiently and ensure a positive experience for everyone involved.
2nd/3rd Grade Boys and Girls:
Game Play:
28-minute games
14-minute halves, stopping the clock at 1 minute left in the second half, and for TIMEOUTS
Overtime:
It will be 2 minutes in overtime
If Overtime goes into a double overtime then its first Basket Wins
*Game will be considered a draw if the game continues more than 15 minutes past end time
Time outs: Each coach gets one 30-second timeouts each half. TIMEOUTS DO NOT CARRY OVER INTO THE NEXT HALF
General Rules :
Every player must play equal time for all games
PRESS RULE: Press is not allowed until the last minute of the second half.
CARRIES: Should be called if the player holds the ball to body or if the ball goes above players head.
DEFENSE: No zone defense. Every player must play defense on one player. No double teams or trap defense. Recovery help defense is allowed
PLAYS: Inbounding plays and ball screens are allowed- NO OFFENSIVE PLAYS ALLOWED
MERCY RULE: If a team is up more than 15 points then the clock does not stop. Losing team will add a player to the court until the deficit falls under 10.
Referees can use their discretion on travel and double dribble calls. All travels and double dribbles should be called unless the player's skill does not contribute to a decently consistent flow of the game. Excessive/harsh reach in fouls on defense should be called.
INJURIES: Clock will stop if needed for an injury timeout. If Injury timeout is necessary then injured player must take a small break from game play
REFS DO NOT CALL:

3 seconds for offense standing in the paint
5 second defensive call
4th/5th Grade Boys and Girls
